Who composed or written the original Romanze for the classical guitar?

My current teacher of my guitar lessons said that there was an article of this, but I couldn’t find it on the internet so he said that it was written or composed by a person named Carlos Rovira, but he wasn’t really sure about it. But he was sure the name started with Carlos. So i was wondering if you could help me out and not say that the person is still Anonymous because it was discovered a few years ago that someone found who composed or written it. Also, the piece at first was a study and not really a piece for his students. He said that the piece was for the students to practice the arpeggio and etc. However, if you find it could you place the link of the website to the question that you answered please.
