Guitar Arpeggios Scale Guitarists

I would really appreciate if someone could please explain to Music Theory I heard a guitarist (Yngwie Malmsteen) on a video saying that if you know the theory you can build chords, scales and arpeggios, too said you need to know you're root, third, fifth, and eighth, with a very brief understanding of what this might mean, but I have to know you better. Please explain in the dumbest way possible, not that I am ignorant of the guitar, but I just do not seem to understand this, Thanks.
There is simply no way to extract all the music theory to a few paragraphs. There are many ways to enter math and physics as well as aesthetics. Get yourself a text university level on the issue – There's a lot to it!
